The amendments to the Charging Schemes have been approved by the government and will launch on 1 April 2019. The consultation response document is available below and sets out where we have made changes to the proposals based on the consultation feedback we received.

The proposals in this consultation follow various changes implemented in April 2018 as a result of our Strategic Review of Charges (SRoC) programme.  This consultation seeks your views on further charge proposals which we have developed to take effect in England from April 2019.  The proposed changes are designed to add clarity to existing charging schemes, accommodate changes to the cost of regulation and make new charging scheme changes that were not included in the SRoC.  The proposals cover:

  • Environment Permitting Regulations (EPR) including Closed Landfill, Radioactive Substance Regulations (RSR), and other EPR changes
  • The Environmental Protection (Disposal of Polychlorinated Biphenyls and other Dangerous Substances) (England and Wales) Regulations 2000
  • Water Abstraction - Dee and Wye Standard Charge only
  • EU Emissions Trading Scheme
  • Producer Responsibility:  WEEE Compliance Scheme

We will not publish individual responses but will publish a consultation response document which will summarise key themes on the gov.uk website.  If you respond on-line and provide an email address, your response will be automatically acknowledged. 

We anticipate that most customers will only have an interest in one of the regulatory regimes covered in this consultation.  Please use the contents page to navigate to the sections which are relevant to you.
