Skinningrove Flood Alleviation Scheme

Closes 31 Mar 2027

Opened 18 Jul 2024

Overview

Introduction

We are pleased to announce that we are moving forward with plans to reduce the risk of flooding from Skinningrove Beck.

We currently close the flood gates at Stone Row Bridge when we expect high levels in the beck. Making the decision to close the gates and ensuring this happens in time to prevent flooding is difficult, due to the flashy and often unpredictable nature of the beck. Sometimes this uncertainty means the gates may close at short notice and for extended periods of time until the risk of flooding has passed. We recognise the inconvenience that the closure of the gates poses for the residents on Zetland Row and Grove Hill. We are working on a scheme that will deliver a permanent solution to this problem.

We propose to remove the flood gates, bridge and parapets at Stone Row and close the gap in the flood wall. A new bridge would be constructed between New Company Row and Zetland Row, above the height of the flood walls at the Riverside Building car park. We will be working closely with Redcar and Cleveland Borough Council to deliver the scheme throughout the design, construction and maintenance phases.

Why your views matter

We want to give as many opportunities as possible for the local community to give us their thoughts and opinions throughout the development of the scheme.

We are running a series of community drop-in events in Skinningrove community centre, so keep an eye on this page for details, dates and times. Events are free to attend and everyone is welcome.

You can find the Skinningrove events and newsletters on this web page.

If you would like more information or have a specific question – just get in touch with us via SkinningroveFAS@environment-agency.gov.uk

What happens next

Ongoing engagement

We are engaging with all residents and landowners in Skinningrove and we will continue to have conversations directly with the community throughout the development of the project.

We now have permission to move into the design stage of the project and will share information with you at our community events, thorugh our newsletters and our face to face dicussions with you.

Thank you for everyone’s cooperation as we go through this process.

If you have any questions or comments, please contact the team by emailing: SkinningroveFAS@environment-agency.gov.uk

Flood Gate Closures

Our Area Duty Teams monitor the weather for the possibility of flooding incidents and often must make decisions on changing and unreliable forecasts. Sometimes we may take the decision to close flood gates when there is a risk of flooding to protect the community, reopening the gates as soon as the risk has subsided, and resource allows. We appreciate this can cause difficulties for the community. We are currently working on solutions for this, and we will continue to engage with the community around those solutions.

Flood Resilience

We have discussed our operational arrangements for responding to flood events, and operating Environment Agency assets, with the Flood Warden at Skinningrove. Flood Wardens have a very important role in warning and informing the community in the lead up to, during and after flood events, as well as communicating with our operational teams. The operation of our assets is the responsibility of the Environment Agency.

We have increased our operational resources to provide improved resilience and response times. We hope that this offers reassurance to the community at Skinningrove, demonstrating that we are committed to having staff appropriately placed to respond quickly to operate our assets.
