As previously mentioned, at planning stage, consultation was held with NE to agree the relevant nature conservation sites to include as receptors in the air quality assessment. NE’s response is attached which, you will note, does not reference the Solent and Dorset Coast SPA as a relevant receptor. It would appear the reason the SPA is not showing on MAGIC is because it is a marine designation, not land, so will only show when the ‘Marine Designations’ option is selected. Notwithstanding the designation as a marine feature, and NE’s exclusion of this as a relevant receptor when consulted, APIS does provide site relevant critical loads for nitrogen and acid deposition for this SPA (APIS does not list the SPA as being sensitive to NOx or SO2). The minimum critical loads for the most sensitive habitat feature/species are: MinCL = 5 kg N/ha/y MinCLminN = 0.86 keq/ha/y MinCLmaxN = 4.86 keq/ha/y MinCLmaxS = 4.00 keq/ha/y Although the SPA is not explicitly included as a receptor in the AQA, the proximity of the designated site to receptor H31 means predicted deposition rates at H31 can be used as a proxy for deposition rates at the SPA. Taking these and the critical loads above in to account, the impact can be estimated as: Nitrogen deposition PC = 0.2% of the CL Acid deposition PC = < 0.1% of the CL Therefore, the PCs screen as insignificant. Can you please confirm whether the above is sufficient, or whether you still require an update to the AQA report? It’s on our internal systems and was on the screen we did for the applicant as part of the pre- application meeting (I’ve attached a copy for information). It also shows on APIS. I am aware they consulted with Natural England and agreed a receptor list with them as part of the planning application, so I will double check whether there was any specific feedback provided for this receptor. In the interim, I have double-checked MAGIC, and it doesn’t appear on the site check as either a SPA or pSPA. Please find attached a site check report just run from MAGIC with a 15 km search distance. We have started doing our technical assessments and I expect us to start the audit on the air quality modelling and HHRA in early November. Once complete I should be able to update you on our findings. One thing I noticed is that the air quality impact assessment did not include consideration of impacts on the Solent and Dorset Coast (SPA), which is within our 10km screening distance. Could I check please if you did consider it and screen it out, if not then if you could include it in your assessment before November then I can make sure we cover that in our audit.
